Mohammed al-Hashemi, director of the Doha-based Middle East Insights Institute, said straits and other strategic waterways should not be used as bargaining chips in international conflicts.
“Passages can be protected, first, by removing them from the bargaining table and not accepting those geographical areas, or even civilian facilities, as bargaining chips,” al-Hashemi told Al Jazeera.
Meanwhile the shutdown of the East-West pipeline in Saudi Arabia following an attack threatens up to 5 percent of the global oil supply.
“At the moment, reopening [the East-West pipeline] becomes a concession, which means that closure would be used as a strategy, and this is something that shouldn’t be accepted in general,” al-Hashemi said.
The US cannot win its war on Iran by force, al-Hashemi added, predicting the conflict will end at the negotiating table.
“Today, as we can see in the case of Hormuz, nation-states start to utilise [strategic waterways] as a bargaining chip. Bab al-Mandeb is a bit different; it’s a proxy, but tomorrow we might even see that somewhere in the world terrorist groups are going to use it, and non-state actors will be using them.”

The cost of the US involvement in the war on Iran is continuing to grow by the billions.
That's according to the latest Congressional Budget Office update.
Since the conflict began six months ago, it has cost the US more than $38bn.
Congress' nonpartisan bookkeeper also forecasts if the war continues at “low intensity” it could cost two billion dollars per month.
The Office also estimates inflation to increase by half a percent in the first quarter of next year because of the war.

A report in Israeli media has revealed details of a secret global campaign to boycott Qatar launched just days after the Hamas attacks on October 7, 2023.
The newspaper Haaretz says one of Israel's most senior political advisers was behind the initiative.
It says a group of 30 strategic consultants, campaigners, advertising professionals and government figures joined a WhatsApp group called to mount an international campaign against Qatar.
Those involved believed that they could force Hamas to release hostages taken into Gaza by doing so.
The campaign aimed to highlight what it alleged were Qatar's financial links with Hamas officials.
A website in several languages, social media accounts, and promotional materials were launched.
But the campaign was abruptly stopped a month after its launch, with no explanation.
Rami Khouri is Distinguished Fellow at American University of Beirut. He says were several reasons why Israel's campaign against Qatar didn't work.
