Documentos e folhas de pagamento sigilosas obtidos pela reportagem mostram que verbas da PortosRio (antiga Companhia Docas do Rio de Janeiro), destinadas originalmente a estudos científicos e projetos de integração entre portos e comunidades, foram parar nos bolsos de pré-candidatos, ex-assessores, parentes e militantes ligados ao grupo político do ex-prefeito de Belford Roxo, Waguinho Carneiro, e da deputada federal Daniela do Waguinho.
Analisamos os registros de 544 supostos bolsistas pagos pela primeira parcela do contrato e identificamos que mais de 300 possuem vínculos diretos com a classe política. O vídeo detalha casos de pré-candidatos que receberam bolsas acadêmicas de até R$ 150 mil enquanto organizavam eventos de campanha, levavam militantes em ônibus para atos políticos e articulavam entregas de maquinário público na Baixada Fluminense.
